A major corruption scandal has rocked African football administration after a court in the Republic of the Congo sentenced Jean‑Guy Blaise Mayolas, president of Congolese Football Federation, to life imprisonment over the embezzlement of football development funds provided by FIFA.
The verdict, delivered in March 2026, found Mayolas guilty of multiple offences including money laundering, forgery, illegal conflict of interest and the diversion of football development funds meant for national programs. Investigators concluded that more than $1.3 million in FIFA financial support was misappropriated through fraudulent financial transactions and falsified documentation.
According to prosecutors, a significant portion of the diverted money had originally been earmarked to develop women’s football and support grassroots projects, including a national training centre project that remains unfinished years after construction began.
Authorities said the investigation uncovered a complex scheme in which funds were allegedly channelled through shell companies and unofficial accounts in order to conceal their origin and ultimate use.
The case has also implicated other senior officials within the federation. FECOFOOT’s secretary-general and treasurer were each handed five-year prison sentences for their roles in the financial misconduct uncovered during the investigation.
Mayolas, who had led the federation since 2018, was previously suspended amid allegations that only $20,000 of the $500,000 allocated by FIFA in 2021 for women’s football under the COVID-19 relief programme reached its intended beneficiaries.
The ruling marks one of the most severe judicial punishments handed to a football administrator in Africa and has raised renewed concerns about governance and transparency in the management of international football development funds.
For Congolese football, the decision signals a major turning point as authorities and stakeholders now face the task of rebuilding credibility and restoring trust in the administration of the game.
